Michigan Department of Transportation (MDOT)
MDOT is the procuring authority and is responsible for Michigan’s 9,655‐mile state highway system, comprised of all M, I, and US routes. MDOT also administers other state and federal transportation programs for aviation, intercity passenger services, rail freight, local public transit services, the Transportation Economic Development Fund (TEDF), and others.
Star America Fund GP, LLC (Star America)
Star America., a limited liability company, is the Project Company/Special Purpose Vehicle (SPV). Star America has a direct contractual relationship with MDOT through a project agreement and is the main point of contact. The company provides equity investment and raises debt financing for the project. It also has overall project management responsibilities for Design Build Finance Operations Maintenance (DBFOM) and provides contract oversight to both Design Build (DB) and Operations and Maintenance (O&M).
Aldridge Electric Company (Aldridge)
Aldridge Electric is the Design and Construction (D&C) contractor and Operations and Maintenance (O&M) local partner for the project. They are responsible for the fixed-price, date-certain Design Build agreement and performance of O&M services during the D&C period. Aldridge Electric reports directly to the Project Company (SPV).
Parsons Brinckerhoff (now called WSP)
Parsons Brinckerhoff (now called WSP) is the design contractor for the project. PB performs all design work under a contract with, and reports directly to, Aldridge Electric.
Engie Services Group (Engie)
Engie Services is responsible for performance of the O&M agreement and for asset management during the term of the project Engie reports directly to the Project Company (SPV).
